This change is binary compatible because the valid spatial layer\nid values 0..3 can be represented in either the unsigned int or int\ntype. libaom uses the int type for spatial layer ids internally and in\nother related API items such as AOME_SET_NUMBER_SPATIAL_LAYERS and\naom_svc_layer_id_t.
