  "message": "Fix Hadamard 32x32 test failures for Arm Neon\n\nSome Hadamard 32x32 tests started to fail for Arm Neon after\nhttps://aomedia-review.googlesource.com/c/aom/+/177101. The cause of the\ntest failures is replacing a right shift of 2 bits by two right shifts\nof 1 bit with an addition or subtraction in between.
