  "message": "rtc-screen: Allow more palette mode testing\n\nIn the current nonrd_pickmode for screen\npalette mode was only checked if the best mode\nis intra. This change adds condition to check\npalette mode if the best inter mode has sse above\nthreshold (along with other bsize/content conditons).\n\nThis improves bdrate and visual quality for screen.\nIn particular,this removes/reduces artifacts observed\non a few slide changes in sc_web_browsing720p.\n\nFor speed 10 rtc_screen:\navg/ovr/ssim, %speedup(IC)\n-3.7/-6.4/-3.3, -1.0\n\nAll clips have some bdrate gain.\nBig gains (~12-15%) on the clip (sc_web_browsing720p)\nthat showed the artifact.\n\nChange-Id: Ia2809f8e40a4ae5c4fc0da8339da1fce0348c2c3\n",
