EC_MULTISYMBOL: merge ZERO_TOKEN into coding scheme. Zero, one, and two or more coded as one symbol (head). Remaining tokens coded as a tail symbol. The pareto CDF distribution is adjusted to cover tokens from two onwards. Change-Id: I98b33fab6b9f52690f6ad618ac55e725a97be056
