  "message": "Dual deblocking filter strength thresholds\n\nA new experiment for deblocking filter that separates vertical\nand horizontal filter strengths. This experiment is based on the\nassumption that non-flatness characteristics of vertical and\nhorizontal direction may differ. Therefore selecting different\nfilter strengths for vertical and horizontal can improve deblocking\nperformance.\n\nThe process of finding proper filter strength:\n1. Search through the filter level under the constraint that\n   (vertical \u003d\u003d horizontal), and find the best solution.\n2. Fix vertical level as the best solution found in step 1 and vary\n   horizontal level to find the best value.\n3. Fix the selected horizontal level, vary vertical level to find\n   its best value.\n\nThe experiment is working with UV_LVL, sharing the same config flag.\nThe searching for horizontal and vertical filter strength only applies\non Y plane for now.\n\nThe experimental flag should be changed to filter_level later.\n\nChange-Id: I164eec8d3ccb3da7ff109c5c55f4b52c1536ddf1\n",
