  "message": "RDO reconstruction bugfix for Inter IST\n\n- For signaling, secondary transform type is skipped for eob \u003c\u003d 3 -- and assumed to be disabled.\n- However, during RDO, the reconstruction using inverse transform was still applying secondary transform on encoder side.\n\nThis led to reconstruction mismatch between encoder and decoder.\n\nWe fix this by skipping inverse secondary transform during RDO for eob \u003c\u003d 3, to match what the signaling does.\n\nFixes #496\n",
