Enable ec_adapt by default and fix experiment compatibilities. EXT_TILE: allocate variables on the heap due to the potentially large number of tiles. ANS: initialise tile contexts. EXT_INTER, MOTION_VAR, WARPED_MOTION: fix compilation. Change-Id: I43a9d01c2442d97b6a8875712f77d932dce3740d
