Merge in STRIPED_LOOP_RESTORATION flag

CONFIG_LOOP_RESTORATION still exists.
Only CONFIG_STRIPED_LOOP_RESTORATION has been merged into
CONFIG_LOOP_RESTORATION as always 1.
