Speed-up in tx_size search Do not consider 4x4 transform when the maximum possible transform size is 32x32. Overall encoding speed is increased by more than 10%. Compression performance is neutral on lowres, midres, and hdres. Change-Id: Ifac61c3c9f4b0ab392bffd4d1faa373d91014cf1
