Clarify valid value ranges This commit adds asserts to clarify value ranges in sum computations, also corrects type conversion used in related calculations. cherry-picked #738d5b19 from aom/master Change-Id: Ib6d574ec23e5c28ccd994dac26f973eb3920430d
