  "message": "[CFL] Sum Alpha Distortion Over Transform Block\n\nThis change does not impact the bitstream, it changes how to distortion\nis summed when evaluating alpha. The sum is still taken over the entire\npartition. However, instead of iterating over the entire surface all at\nonce, CfL now iterates over each transform block.
