vp9-denoiser. Code cleanup and bugfix.
Some cleanup and bugfix: pass mi_row/mi_col (not mv_col/mv_row)
to build_inter_predictors. This only affects case where
the frame is resized, but since denoising is not done on resized
frames, the fix has not effect currently.
