make two compiler options explicit for Visual Studio projects This patch changes the release configuration of MS VS projects to explicitly use two compiler options "Maximize Speed (/O2)" and "Favor fast code(/Ot)". Change-Id: I0bf8343d9ca195851332b91ec69c69ee4e31ce2a
