ext-intra: speed up keyframe encoding 130% speed increase for keyframe encoding, with 0.4% compression loss. When kf-max-dist=150, 1.5% speed increase with 0.03% compression loss. Change-Id: I4cf7314ab95b9eb6dd17f314aca8955522c82676
