Enable global motion for speed 5 & speed 6
av1_resize_plane() optimizations have been completed recently. Now, as GM tool is turned on, a good coding gain (0.7% - 1.3%) is seen with a
moderate encoder time increase (~5%). The speed/quality tradeoff is good.
Here is the borg test result:
