rtc: Improve documentation for functions and structure in nonrd

Improved documentation in nonrd_pickmode.c for

 - InterModeSearchStateNonrd date structure,
 - av1_nonrd_pick_inter_mode_sb()
 - handle_screen_content_mode_nonrd()
