Refactor Neon subpel variance functions
Refactor the Neon subpel variance functions to use width-specific
helper functions; use macros to generate functions for all block
sizes, reducing code duplication. The bilinear filter helper
functions are tweaked to use a 'do-while' - instead of a 'for' - loop
which enables better assembly code generation.
