Subgop config improvements

Improves the enh and asym models for subgop config.

The new subgop enh config gives about -0.40%
BDRATE improvement over the baseline.

The new subgop asym config gives about -0.35%
BDRATE improvement over the baseline.

Tests were conducted on 49 frames, q-mode, cpu-used 0.
